Bruce Highway: 22 contracts out to market, with 52 more tenders on the way

The $9 billion Bruce Highway Targeted Safety Program has released 22 new contracts — five construction procurement and 17 design — covering priority stretches between Gympie and Cairns. A further 52 tenders — 40 construction and 12 design — will be released over the 12 months to 30 June 2027, to pre-qualified contractors and designers on the program panels.

Contractors are being appointed progressively from April 2026, with construction following.

The program is funded 80:20 between the Australian and Queensland Governments, and is already moving: eight projects complete, 17 underway, and another 13 construction projects rolling out from early 2026. The full program is targeted for delivery by 2030.

Why this matters more than a megaproject

Most of the projects covered in this series are $3 billion and up, delivered by consortia of tier-one contractors and international partners. The Bruce Highway safety program is the opposite, and that makes it more useful to more of the industry.

The work is packaged small enough for tier-two and tier-three contractors to bid. Scope across the new contracts includes:

• More than 100 kilometres of wide centre line treatments

• 50 kilometres of pavement strengthening
• Five narrow bridge upgrades in North Queensland

That is conventional road and bridge work, distributed along 1,700 kilometres of corridor, in packages sized for regional civil contractors rather than joint ventures.

It is also geographically spread. Work between Gympie and Cairns puts contracts within reach of contractors based in Rockhampton, Mackay, Townsville and Cairns — regions that see very little of the South East Queensland megaproject pipeline.

The corridor and what remains

The Bruce Highway runs 1,700 kilometres as Queensland's principal north-south corridor, connecting coastal centres from Brisbane to Cairns. It is administered by the Queensland Department of Transport and Main Roads.

Two of the largest recent projects have moved on:

• Cooroy to Curra Section D, including the Gympie bypass — complete, at $929.6 million
• Mackay Ring Road — under construction, at $397.9 million

Sections A, B and C of Cooroy to Curra were completed earlier.

The funding structure is unusual and worth understanding

Beyond those commitments, Queensland established the Bruce Highway Trust in 2017, with the stated objective of strengthening long-term investment certainty and developing a 15-year plan for the corridor pipeline. The Queensland Government commits at least $200 million annually to the Trust.

A standing 15-year plan with an annual funding floor is a materially different proposition to project-by-project announcement, and it is the reason the Bruce Highway generates a steady stream of contracts rather than occasional megaproject awards. For a contractor planning capability rather than chasing individual jobs, that predictability is worth more than a single large award.

Historical awards give the shape of the market

Earlier Bruce Highway packages show the size and type of contractor this corridor supports:

$100 million to $200 million packages, awarded to Australian mid-tier and regional contractors. That is the Bruce Highway market, and the new safety program contracts sit in a similar band or below.

5. Whether the safety program's packaging model spreads. Breaking work into tier-two-accessible packages is exactly what Infrastructure Australia has recommended to address limited Tier 1 competition. This is a live test of it.
