The structure of a 145-home social housing development at Villawood, in western Sydney, has reached its highest point, and work has moved inside to the internal fit-out. The project on Kamira Avenue is being delivered by Homes NSW with developer and builder Traders in Purple, and is on track for completion in late 2027.

All 145 homes will be social housing. The site sits about 200 metres from Villawood train station and less than 10 kilometres from the Parramatta CBD, and it had been vacant since it was demolished in the mid-2000s. The milestone was announced by the NSW Government on 24 August 2026.

From an empty block to new homes

The Villawood site has a long planning history. Homes NSW says the development application was lodged with Fairfield City Council in August 2021 and Stage 1 was approved in November 2023. Construction started in mid-2025, and the building reached its highest point a little over a year later.

Stage 1 is the first part of a larger plan for the block. In November 2025, Homes NSW described the 1.5-hectare site as the future home of about 360 homes in a mixed-housing community, with green space and retail and commercial areas, and confirmed that all 145 Stage 1 units would be social housing. The project page also lists a 3,000 m² park as part of the redevelopment.

Its location is a large part of the appeal. Residents will be a short walk from the train station, close to local shops, schools and bus services, and within easy reach of Parramatta.

What reaching the top means

Reaching the highest structural point, often called topping out, marks the end of the heavy structural work. From here the job turns inward. The government says work on the internal fit-out, including internal walls, is now underway. Fit-out is the stage that turns a finished frame into homes, as trades move floor by floor through walls, services and finishes.

NSW Minister for Housing and Homelessness Rose Jackson said construction had made real progress in just over a year. Member for Fairfield David Saliba welcomed new life on a site that had sat empty for years, and noted that work continues so families can move in.

Who is building it

Traders in Purple is both developer and builder on the project, working in partnership with Homes NSW, the state agency that plans and delivers social housing in New South Wales.

Traders in Purple Executive Director George Geagea said Villawood is one of five projects the company has taken part in with Homes NSW. He said the company is proud of what it has achieved with Homes NSW so far and is committed to delivering quality homes.

How it is funded

The project is supported through Round Two of the Housing Australia Future Fund (HAFF), the Australian Government fund that helps finance new social and affordable homes.

In New South Wales, Round Two funding is helping Homes NSW deliver more than 2,500 homes across 14 developments: 12 in Greater Sydney, plus planned regional projects in Port Macquarie and Coffs Harbour. By August 2026, construction had started on two of them, Villawood and Padstow.

Also in NSW social housing

Five more Homes NSW-led HAFF Round Two projects received planning approval in August 2026, at Caringbah, Belmore, Punchbowl, Hillsdale and Pagewood. Together they will deliver 826 homes across Sydney, including 686 social and affordable homes.

The delivery partners are BaptistCare at Caringbah and Belmore, Link Wentworth at Punchbowl, Coplex at Hillsdale, and Traders in Purple at Pagewood. Demolition on the five sites is expected to start before the end of 2026, with construction due to begin in mid-2027.

What's next

With the structure complete, the Villawood team is now focused on the inside of the building, and the project remains on track for completion in late 2027. Once it is finished, 145 households will have new social homes a short walk from a train station, on a block that had sat empty for around two decades.
