John Holland and BESIX Watpac move to the next stage for the $3.8 billion Brisbane Stadium

The joint venture has moved to the next stage of builder selection for the 63,000-seat Victoria Park stadium, with BMD on early works and construction due to start in 2027.

On 30 September 2026 the Games Independent Infrastructure and Coordination Authority (GIICA) announced that the John Holland and BESIX Watpac Joint Venture had moved to the next stage of the selection process to decide the construction contractors for Brisbane Stadium, under its Early Contractor Involvement (ECI) process, working with GIICA and the stadium's design team to finalise design detail and construction methodology.

GIICA shortlisted two joint ventures in April 2026 — John Holland/BESIX Watpac and Built/SACYR. GIICA's announcement names John Holland/BESIX Watpac as moving forward and does not comment on Built/SACYR. The ECI process is expected to conclude in the new year, with construction starting in 2027.

The five-year window to build the Victoria Park precinct before 2032 is the constraint everything else bends around, and it is short for a stadium of this scale.

Meanwhile the site is already active. GIICA took possession of Victoria Park on 1 June 2026. BMD was awarded the early works package in July 2026, with GHD appointed to early works design, and BMD is now undertaking bulk earthworks. Early works are expected to complete by mid-2027.

The Unite32 appointment in December 2025 is the one to understand if you are chasing Games work more broadly. Laing O'Rourke and AECOM are Delivery Partner for the planning and delivery of 17 Olympic and Paralympic venues — not just this stadium. That makes Unite32 the single most important commercial relationship in Queensland social infrastructure for the next six years.

What ECI means for the supply chain

Early Contractor Involvement is not a shortlist waiting for a price. The contractor works up the design and delivery approach with the client before the construction contract is finalised. At this stage, John Holland/BESIX Watpac is finalising design detail and construction methodology with GIICA and the design team.

Three practical consequences:

Subcontract packages are being shaped now, not after award. Decisions about how the work is carved up, what is novated, and which trades are engaged early are being made during ECI. Waiting until the contract is signed means approaching a structure that has already been set.

The team to talk to is at the table now. Specialist subcontractors wanting a say in how packages are framed should be in front of the John Holland/BESIX Watpac JV during this stage.

The joint venture's stadium track record matters. GIICA points to John Holland's work on the MCG's Great Southern Stand, Marvel Stadium and Sydney Football Stadium, and BESIX Watpac's on Suncorp Stadium, the Gabba and Queensland Country Bank Stadium. Teams with that history often arrive with preferred supply chains from prior projects, so local subcontractors should not assume incumbency.

The timeline is the risk

The sequence is unusually tight for a project of this scale and profile:

WhenWhat
April 2026Two joint ventures shortlisted for ECI
1 June 2026GIICA takes possession of Victoria Park
July 2026BMD awarded early works
30 September 2026John Holland/BESIX Watpac JV moves to the next stage of selection
New year (2027)ECI expected to conclude
2027Construction commences
Mid-2027Early works complete
2032Games

Roughly five years from construction start to a fixed, immovable opening ceremony date. Stadiums are not straightforward buildings — long-span roofs, complex services, and enormous vertical transport and egress requirements — and unlike almost any other project, the completion date cannot move.

That combination is what historically drives Games infrastructure toward acceleration costs and heavy program risk. It also means the contractor selected carries a risk profile with no schedule relief available.

Approvals and the site

Building the stadium in Victoria Park has been the subject of sustained public debate, including heritage objections. The approvals position is set by legislation. Queensland's Planning (Social Impact and Community Benefit) and Other Legislation Amendment Act 2025 (assented 30 June 2025) amended the Games Arrangements Act to list a stadium at Victoria Park as an authority venue, made Games venue development lawful despite 15 state Acts including the Planning Act 2016 and the Queensland Heritage Act 1992, and set up a dedicated cultural heritage process for Games projects.

At the federal level, GIICA's Environment Protection and Biodiversity Conservation Act referral was determined "not a controlled action" in May 2026, so no further Commonwealth environmental approval is required for the precinct. A draft legacy plan released on 2 August 2026 keeps about two-thirds of Victoria Park as green public space; public consultation closed on 27 September.

The labour question underneath it

Construction Skills Queensland projects an average construction workforce shortfall of 18,200 workers over eight years, peaking at about 50,000 in 2026-27.

Brisbane Stadium starts construction in 2027, at the tail of that peak, competing with Cross River Rail's testing phase, the Bruce Highway program, hospital and energy work, and the other 16 Games venues Unite32 is coordinating.

The stadium will get its workers. The question for everyone else is what that does to rates and availability across South East Queensland from 2027.

What to watch

  1. ECI concluding in the new year, and the decision on the construction contractor.
  2. Early works completion by mid-2027, which gates the main build.
  3. Subcontract package structure emerging from ECI.
  4. The other 16 venues under Unite32, which represent considerably more aggregate work than the stadium alone.
